ISGI-ODIHR Short training on Hate Crimes Prevention and Repression 13 – 15 December 2012
A hate crime is a crime that is motivated by intolerance towards a certain group within society. Hate crimes constitute a serious breach of human rights and have a deep impact on victim communities. If left unaddressed, hate crimes pose a potential threat to domestic and international security, thus undermining societal cohesion by sowing the seeds of conflict and wider-scale violence. With particular reference to religious belief, hate crimes are widely diffused and are unfortunately a matter of strict actuality.
The first edition of the Short Training on Hate Crimes Prevention and Repression, organized jointly by the Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Co-operation in Europe (OSCE) and the Institute for International Legal Studies (ISGI) of the National Research Council of Italy (CNR) offers a course focusing on selected issues related to hate crimes and religious discrimination, which will be examined through the lens of contemporary legal challenges to the implementation of international human rights law. During an intensive three days course, the training will tackle controversial issues such as the nature and impact of intolerance, hate crime definition and bias indicators, crimes because of religious characteristics, hate crime legislation in Italy, strategies for combating and monitoring hate crimes and will provide an opportunity to discuss the reasons why a concrete prevention of this crime is yet to be achieved, and stimulate discussions on the possible legal solutions aimed to enhancing the existing legal framework.
The course will be held at CNR Headquarters, via dei Taurini, 19, Rome, on 13-15 December 2012. The deadline for application is: 7 December 2012. The course is open to university students that hold at least a high school graduation, and is highly recommended to representatives and members of NGOs particularly engaged in the field of human rights protection.
